Dr. Kate Storm is the Director of Municipal Action Networks at the TogetherUp Institute, where she applies her expertise in program design, community engagement, and systems-level change to advance the Institute’s mission of strengthening social connection and belonging.
She brings more than two decades of experience designing, managing, and evaluating programs across education, housing, and public health sectors. Her work centers on translating research into practice—helping organizations and communities build inclusive systems that foster belonging, resilience, and well-being.
Dr. Storm earned her Doctorate in Social Work (DSW) from the University of Southern California, where her capstone project, The Belonging Bus: Connection Without Condition, explored strategies for cultivating meaningful intergroup contact to increase local belonging.
Before joining TogetherUp, Dr. Storm served as a Professional Learning Consultant with Panorama Education, partnering with districts nationwide to translate student experience data into equity-centered strategy and professional learning. She has also been a Field Advisor with Boston University’s School of Social Work, supporting MSW students through practicum planning and supervision grounded in ethics and competency development. Earlier in her career, she held senior leadership roles in homelessness and public health systems in New York, Colorado, and Massachusetts, leading large-scale program design, implementation, grants management, and evaluation. A committed civic leader, she chaired the Westborough Connects Board of Directors through 2025 after several years as a board member, helping grow a hyper-local nonprofit focused on community connection. She continues to serve in municipal and statewide roles that advance belonging and social cohesion.
